This is a pressure washer trigger gun manufactured by Giant Industries. This one is a "weep" type. Even with the trigger off, the gun still leaks water out the front outlet. The leaking water helps to keep water from freezing inside the gun. This type gun is popular at outdoor car washes and any winter, outdoor application.
