These have 32K OTP program memory, but I can't guarantee that they're blank. There's nothing on the parts or packaging to suggest that they have been preprogrammed. Like most other 8051 derivatives, they can execute code from external memory at the expense of many wasted i/o pins. You'll probably want to run from external SRAM or FLASH during development anyway.
