This is two almost identical pieces of GHz radio test gear. Was a special test unit used in the testing of something or the other, I was told it was a special radio system, true? Who knows. Looks like a cascade amplifier, PCBs look identical, each using two RF transitors/amplifiers or similar. Who knows, untested, have a play.
