Well, I don't knowanything about this kind of equipment, but I'll tell you what I do know about the condition of this one. I made sure the switches were turned off, then I plugged it in. The I turned on the main rocker switch, and I could hear it quietly running-and I noticed the speed control was set at about 1, and the blades were turning slowly. Then I turned the speed dial all the way down to zero, which slowed it down a little more, but they still turned slowly. That much I can tell you, and if you have any questions, please ask. If you might me to check something out-no problem. One picture I took where you see the pen in the picture, I am pointing out where there are two threaded holes where it looks to me like two more of those finger-tight knobs would insert in, but there are no knobs for those two holes. In the last three pictures, I show the blade area. You can see that there is some rust build up on some of the screws. But all the knobs turn with me having to force them. A couple of other pictures show different components, etc, I'm not going to guess as how it goes together, but if you need me to assemble it to verify all the components are there, or anything like that, let me know.
